body <\/strong>of the country.<\/li>\n\n\n\n<li>As per its assigned constitutional jurisdiction, the Parliament of India enacts laws, holds the government accountable, and serves as a symbol of class=\"wp-block-list\">\n<li>The <strong>President of India,<\/strong><\/li>\n\n\n\n<li>The <strong>Council of States<\/strong> or the<strong> Rajya Sabha, <\/strong>and<\/li>\n\n\n\n<li>The <strong>House of the People <\/strong>or the<strong> Lok Sabha.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-d65657b84565a6527a7fbe3d05c13251\" <strong>President of India<\/strong> is an <strong>integral part of the Indian Parliament<\/strong> and performs crucial functions relating to the proceedings of the Parliament of India such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Summoning or proroguing the Parliament<\/li>\n\n\n\n<li>Dissolving the Lok Sabha.<\/li>\n\n\n\n<li>Summoning a joint sitting of both the Houses of Parliament.<\/li>\n\n\n\n<li>Addressing the joint sitting of the Parliament at the commencement of the first session after each general election and the first session of each Sabha<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>The powers and status of the Rajya Sabha are equal to that of the Lok Sabha in the following matters:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Introduction and passage of Ordinary Bills.<\/li>\n\n\n\n<li>Introduction and passage of <a href=\"https:\/\/www.nextias.com\/blog\/types-of-bills\/\"><strong>Constitutional Amendment Bills.<\/strong><\/a><\/li>\n\n\n\n<li>Introduction and passage of Financial Bills involving expenditure from the <a href=\"https:\/\/www.nextias.com\/blog\/funds-for-union-government\/\"><strong>Consolidated Fund of India (CFI).<\/strong><\/a><\/li>\n\n\n\n<li>Election and impeachment of the <a href=\"https:\/\/www.nextias.com\/blog\/powers-and-functions-of-president-of-india\/\"><strong>President of India.<\/strong><\/a><\/li>\n\n\n\n<li>Election and removal of the Vice President.\n<ul class=\"wp-block-list\">\n<li>However, the Rajya Sabha alone can initiate the removal of the <strong><a href=\"https:\/\/www.nextias.com\/blog\/vice-president-of-india\/\">Vice President<\/a>.<\/strong><\/li>\n\n\n\n<li>He\/she is removed by a resolution passed by the Rajya Sabha by an <a href=\"https:\/\/www.nextias.com\/blog\/types-of-majorities\/\"><strong>Effective Majority<\/strong><\/a> and agreed to by the Lok Sabha by a Simple Majority.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Making recommendations to the President for the removal of the Chief Justice and Judges of the <a href=\"https:\/\/www.nextias.com\/blog\/supreme-court\/\"><strong>Supreme Court<\/strong><\/a> and <a href=\"https:\/\/www.nextias.com\/blog\/high-court\/\"><strong>High Courts<\/strong><\/a>, Chief Election Commissioner, and Comptroller and Auditor General of India.<\/li>\n\n\n\n<li>Approval of <a href=\"https:\/\/www.nextias.com\/blog\/ordinance-making-power\/\"><strong>Ordinances Prime Minister can be Members of either House of the Parliament.<\/li>\n\n\n\n<li>However, irrespective of their membership, they are responsible only to the <strong><a href=\"https:\/\/www.nextias.com\/blog\/lok-sabha\/\">Lok Sabha.<\/a><\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Consideration of the reports of the Constitutional Bodies like the <a href=\"https:\/\/www.nextias.com\/blog\/finance-commission-of-india\/\"><strong>Finance Commission<\/strong><\/a>, Union Public Service Commission, <a href=\"https:\/\/www.nextias.com\/blog\/comptroller-and-auditor-general-of-india\/\">Comptroller and Auditor General<\/a>, etc.<\/li>\n\n\n\n<li>Enlargement of the jurisdiction of the Supreme Court and the Union Public Service Commission.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-b089adacaede18e119449028f3a953c9\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Where_Rajya_Sabha_is_not_equal_to_Lok_Sabha\"><\/span><strong>Where Rajya Sabha is not equal to Lok Sabha<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>The powers and status of the Rajya Sabha are unequal to that of the Lok Sabha in the following matters:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A Money Bill can be introduced <strong>only in<\/strong> the Lok Sabha and <strong>not in<\/strong> the Rajya Sabha.<\/li>\n\n\n\n<li>The Rajya Sabha <strong>cannot amend or reject<\/strong> a Money Bill.\n<ul class=\"wp-block-list\">\n<li>It should <strong>return <\/strong>the bill to the Lok Sabha <strong>within 14 days,<\/strong> either with recommendations or without recommendations.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The Lok Sabha can <strong>either accept or reject<\/strong> all or any of the recommendations of the Rajya Sabha.\n<ul class=\"wp-block-list\">\n<li>In both cases, the Money Bill is deemed to have been passed by the two Houses of Parliament.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>A <strong>Financial Bill,<\/strong> which includes more than just the matters specified in Article 110, can only be introduced in the <strong>Lok Sabha<\/strong> and not in the <strong>Rajya Sabha.<\/strong>\n<ul class=\"wp-block-list\">\n<li>However, both Houses <strong>have equal powers <\/strong>in the passing of the bill.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The final decision on whether a particular bill is a <strong>Money Bill or not<\/strong> rests with the <strong>Speaker of the Lok Sabha.<\/strong><\/li>\n\n\n\n<li>The <strong>Speaker of Lok Sabha presides<\/strong> over the<strong> joint sitting<\/strong> of both the Houses of Parliament.<\/li>\n\n\n\n<li>The <strong>Lok Sabha <\/strong>with a <strong>greater number wins the battle<\/strong> in a joint sitting except when the combined strength of the Ruling Party in both Houses is less than that of the Opposition Parties.<\/li>\n\n\n\n<li>Rajya Sabha can <strong>only discuss the budget but cannot vote<\/strong> on the Demands for Grants (which is the Exclusive Privilege of the Lok Sabha).<\/li>\n\n\n\n<li>A resolution for the discontinuance of the National Emergency (Article 352) can be <strong>passed only by the Lok Sabha and not by the Rajya Sabha.<\/strong><\/li>\n\n\n\n<li>The Rajya Sabha cannot remove the <a href=\"https:\/\/www.nextias.com\/blog\/state-council-of-ministers\/\"><strong>Council of Ministers (CoM)<\/strong><\/a> by passing a <a href=\"https:\/\/www.nextias.com\/blog\/no-confidence-motion\/\">NoConfidence Motion<\/a>.\n<ul class=\"wp-block-list\">\n<li>This is because the Council of Ministers (CoM) is <strong>collectively responsible only to the Lok Sabha.<\/strong><\/li>\n\n\n\n<li>However, the <strong>Rajya Sabha can discuss<\/strong> and <strong>criticize the policies<\/strong> and activities of the Union Government.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-bca9e93e780a26dd304318d35ef9125f\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Special_Powers_of_Rajya_Sabha\"><\/span><strong>Special Powers of Rajya Sabha<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>The Rajya Sabha has been given the following<strong> four exclusive or special powers<\/strong> that are not enjoyed by the Lok
