Thus, it is an <strong>informal device.<\/strong><\/li>\n\n\n\n<li>It is an <strong>Indian innovation<\/strong> in the field of parliamentary proceedings.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-d8832e8f908071c29f5121660d722c11\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"Motions\"><\/span><strong>Motions<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A Motion refers to a <strong>formal proposal<\/strong> made by a <strong>member of the legislature<\/strong> to initiate discussion on a matter of general public importance.<\/li>\n\n\n\n<li>It can be moved <strong>either by ministers or private members<\/strong>.<\/li>\n\n\n\n<li><strong>No discussion on such a matter can take place<\/strong> except on a motion made with the consent of the presiding officer.<\/li>\n\n\n\n<li>The House expresses its decisions or opinions on such issues through the adoption or rejection of motions.<\/li>\n\n\n\n<li>The motions moved by the members fall into three principal categories:<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-b351da486045bd7514aedc52c7bc5c10\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Substantive_Motion\"><\/span><strong>Substantive Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>It is a <strong>self-contained independent proposal<\/strong> that deals with very important matters such as the impeachment of the President.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-32b45ac1076dce0c9524817fba12ee6a\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Substitute_Motion\"><\/span><strong>Substitute Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It refers to a motion that is <strong>moved in substitution of an original motion<\/strong> and proposes an alternative to it.<\/li>\n\n\n\n<li>If a Substitute Motion is adopted by the House, <strong>it supersedes the original motion.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-0a564eec0958c5f8018022977bc7689d\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Subsidiary_Motion\"><\/span><strong>Subsidiary Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It refers to a <strong>motion which in itself has no meaning and cannot state the decision of the House <\/strong>without reference to the original motion or proceedings of the House.<\/li>\n\n\n\n<li>There are three subcategories of Subsidiary Motions:<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Ancillary_Motion\"><\/span><strong>Ancillary Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is used as the <strong>regular way of proceeding<\/strong> with various kinds of business.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Superseding_Motion\"><\/span><strong>Superseding Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is <strong>moved in the course of a debate on another issue <\/strong>and seeks to supersede that issue.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Amendment_Motion\"><\/span><strong>Amendment Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It seeks to <strong>modify or substitute only<\/strong> a part of the original motion.\n<ul class=\"wp-block-list\">\n<li>Some special types of motions are discussed below in detail.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-2def24801d432a8cfa5bfa176b6a3554\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Closure_Motion\"><\/span><strong>Closure Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is a motion moved by a member <strong>to cut short the debate on a matter before the House.<\/strong> If the motion is approved by the House, the debate is stopped and the matter is put to vote.<\/li>\n\n\n\n<li>There are four kinds of closure motions:<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Simple_Closure\"><\/span><strong>Simple Closure<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It states that the \u2018<strong>matter, having been sufficiently discussed, be now put to vote\u2019.<\/strong><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Closure_by_Compartments\"><\/span><strong>Closure by Compartments<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In this case, the <strong>clauses of a bill or resolutions <\/strong>are grouped into parts before the commencement of the debate.<\/li>\n\n\n\n<li>The debate, then, <strong>covers the part as a whole and the entire part is put to vote.<\/strong><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Kangaroo_Closure\"><\/span><strong>Kangaroo Closure<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Under this type, <strong>only important clauses are taken up for debate and voting<\/strong> and the intervening clauses are skipped over and taken as passed.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Guillotine_Closure\"><\/span><strong>Guillotine Closure<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>This is one <strong>when the undiscussed clauses of a bill or a resolution are also put to vote <\/strong>along with the discussed ones due to paucity of time.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-cc6f6b15ce253cae74957a87f80cbec3\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Privilege_Motion\"><\/span><strong>Privilege Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is moved by a member when he feels that a <strong>minister has committed a breach of the privilege of the house <\/strong>or its members by withholding facts or by giving wrong facts.<\/li>\n\n\n\n<li>Its purpose is <strong>to censure the concerned minister.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-82592f1cfb5ee317f5ab28f2e59778f1\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Calling_Attention_Motion\"><\/span><strong>Calling Attention Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>This motion is used by a member<strong> to call the attention of a minister to a matter of urgent public importance <\/strong>and seek an authoritative statement from him thereupon.<\/li>\n\n\n\n<li>Like Zero Hour, it is also an <strong>Indian innovation<\/strong> in the parliamentary procedure.<\/li>\n\n\n\n<li>However, unlike Zero Hour, <strong>it is mentioned in the Rules of Procedure.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-12c33bf53f682cea50fbe8a6d170cdc9\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Adjournment_Motion\"><\/span><strong>Adjournment Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is introduced in the Parliament <strong>to draw the attention of the House to a definite matter of urgent public importance.<\/strong><\/li>\n\n\n\n<li>It needs the support of <strong>at least 50 members to be admitted.<\/strong><\/li>\n\n\n\n<li>It interrupts the normal business of the House. Thus, <strong>it is an extraordinary device.<\/strong><\/li>\n\n\n\n<li>It involves an <strong>element of censure against the government<\/strong> and hence Rajya Sabha is not permitted to make use of this device.<\/li>\n\n\n\n<li>The discussion on an adjournment motion <strong>should not be less than two hours and thirty minutes.<\/strong><\/li>\n\n\n\n<li>This motion is subject to the following restrictions:\n<ul class=\"wp-block-list\">\n<li>It should raise a matter that is <strong>definite, factual, urgent, and of public importance.<\/strong><\/li>\n\n\n\n<li>It should <strong>not cover more than one matter.<\/strong><\/li>\n\n\n\n<li>It should be <strong>restricted to a specific matter of recent occurrence.<\/strong><\/li>\n\n\n\n<li>It should <strong>not be framed in general terms.<\/strong><\/li>\n\n\n\n<li>It should <strong>not raise a question of privilege.<\/strong><\/li>\n\n\n\n<li>It should <strong>not revive discussion on a matter<\/strong> that has been discussed in the same session.<\/li>\n\n\n\n<li>It should <strong>not deal with any matter that is under adjudication by the court.<\/strong><\/li>\n\n\n\n<li>It should <strong>not raise any questions that can be raised separately through distinct motions.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-13d3bdb94b922928e9926ca2f407656b\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"No-Confidence_Motion\"><\/span><strong>No-Confidence Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>This is a motion <strong>moved by a member to express a lack of confidence of the Lok Sabha in the government.<\/strong>\n<ul class=\"wp-block-list\">\n<li>This motion is moved in accordance with the provisions <strong>under Article 75,<\/strong> which says that the <strong>Council of Ministers shall be collectively responsible to the Lok Sabha.<\/strong> It means that the Government stays in office only as long as it enjoys the confidence of the majority of the members of Lok Sabha.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It can be <strong>moved only in the Lok Sabha.<\/strong><\/li>\n\n\n\n<li>It needs the <strong>support of 50 members to be admitted.<\/strong><\/li>\n\n\n\n<li>The motion, if allowed by the Speaker of the Lok Sabha, <strong>is debated upon and then put to vote<\/strong>. If it gets passed by the House by a Simple Majority, <strong>the government has to resign.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-a0be2b74117e312f2d762c6db93a09fc\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Censure_Motion\"><\/span><strong>Censure Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>This motion is moved <strong>to seek the disapproval of certain policies of the government.<\/strong><\/li>\n\n\n\n<li>It seeks to <strong>censure the government for its \u2018lapses<\/strong>\u2019.<\/li>\n\n\n\n<li>It can be <strong>moved only in the Lok Sabha and not in the Rajya Sabha.<\/strong><\/li>\n\n\n\n<li>The difference between a Censure Motion differs from a No-Confidence Motion can be seen as follows:<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-background\" style=\"background-color:#ebecf0\"><thead><tr><th>Censure Motion<\/th><th>No-Confidence Motion<\/th><\/tr><\/thead><tbody><tr><td>It <strong>should state the reasons<\/strong> for its adoption.<\/td><td>It <strong>need not state the reasons<\/strong> for its adoption.<\/td><\/tr><tr><td>It can be moved <strong>against an individual minister, a group of ministers, or the entire Council of Ministers.<\/strong><\/td><td>It can be moved <strong>against the entire Council of Ministers only.<\/strong><\/td><\/tr><tr><td>It is moved for <strong>censuring the Council of Ministers<\/strong> for specific policies and actions.<\/td><td>It is moved <strong>to ascertain the confidence of the Lok Sabha <\/strong>in the Council of Ministers.<\/td><\/tr><tr><td>If it is passed in the Lok Sabha, the Council of Ministers <strong>need not resign<\/strong> from office.<\/td><td>If it is passed in the Lok Sabha, the Council of Ministers <strong>must resign<\/strong> from office.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-4072d5a76df66a5e70003b8d0a6ff099\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Motion_of_Thanks\"><\/span><strong>Motion of Thanks<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>first session after each general election and the first session of every fiscal year is addressed by the president, <\/strong>wherein the president outlines the policies and programs of the government in the preceding year and ensuing year. This <strong>address of the president is discussed <\/strong>in both the Houses of Parliament on a motion called the \u2018<strong>Motion of Thanks\u2019.<\/strong><\/li>\n\n\n\n<li>At the end of the discussion, <strong>the motion is put to vote.<\/strong><\/li>\n\n\n\n<li>This motion must be passed in the House. Otherwise, <strong>it amounts to the defeat of the government.<\/strong><\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-60c74534bc94d51fec8d73155c3836da\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"No-Day-Yet-Named_Motion\"><\/span><strong>No-Day-Yet-Named Motion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It refers to a motion that has been admitted by the Speaker but<strong> no date has been fixed for its discussion.<\/strong><\/li>\n\n\n\n<li>The Speaker, in consultation with the leader of the House or on the recommendation of the Business Advisory Committee, allots time for the discussion of such a motion.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-3a472c8ac2659fdc0037ea83a5b230ff\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"Point_of_Order\"><\/span><strong>Point of Order<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A member <strong>can raise a point of order<\/strong> when he\/she feels that the proceedings of the House do not follow the normal rules of procedure.<\/li>\n\n\n\n<li>It suspends the proceedings before the House. Hence,<strong> it is an extraordinary device.<\/strong><\/li>\n\n\n\n<li><strong>No debate is allowed on a point of order.<\/strong><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-6479c4657c5f7ba40fa3eeaa3c503fa8\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"Half-an-Hour_Discussion\"><\/span><strong>Half-an-Hour Discussion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It is <strong>meant for discussing a matter of sufficient public importance,<\/strong> which has been subjected to a lot of debate and the answer to which needs elucidation on a matter of fact.<\/li>\n\n\n\n<li>The Speaker can<strong> allot three days a week<\/strong> for such discussions.<\/li>\n\n\n\n<li>There is <strong>no formal motion or voting before the House<\/strong> for such discussions.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-9da964a7df5873d693a53ef0306919ed\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"Short_Duration_Discussion\"><\/span><strong>Short Duration Discussion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The time allotted for such discussions shall not exceed two hours.
