Government of India with the <strong>primary objective of rejuvenating the Ganga River.<\/strong><\/li>\n\n\n\n<li>On August 12, 2011, the NMCG was registered as a society under the Societies Registration Act, 1860.\n<ul class=\"wp-block-list\">\n<li>Thus, the National Mission for Clean Ganga is a <strong>programme as well as an organisation.<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>The consortium functions as the implementation arm of the National Ganga River Basin Authority (NGRBA), which was formed under the Environment Protection Act, 1986 to tackle pollution-related challenges in the Ganga River.<\/li>\n\n\n\n<li>The objective of the Mission is to reduce pollution in the Ganga River and ensure its rejuvenation.<\/li>\n\n\n\n<li>The operational area of this project comprises the Ganges Basin and all states through which the river flows, including Delhi.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-f6a3bcebcc576c2905d43544c3d56fa7\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"Need_for_National_Mission_for_Clean_Ganga\"><\/span><strong>Need for National Mission for Clean Ganga<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ganga is among the largest rivers in Asia, flowing for more than 2,500 kms from Goumukh in Uttarakhand to the Bay of Bengal at Ganga Sagar in West Bengal, covering 26% of India\u2019s landmass.<\/li>\n\n\n\n<li>In 2010, ~1.4 billion litres of untreated sewage was dumped into Ganga, according to a Hindu article published in 2011.<\/li>\n\n\n\n<li>Subsequently, in 2011, the Indian Government undertook initiatives to restore the Ganga, emphasising engineering-based methods to preserve its water quality.\n<ul class=\"wp-block-list\">\n<li>However, its limited efforts to involve local communities in the restoration process resulted in an unsuccessful attempt to revive the river.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>It was against this backdrop that the NMCG was formed to take up Ganga rejuvenation in a comprehensive manner.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-b8ac0b086cefa2f1405a3deda4bd337b\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"National_Mission_for_Clean_Ganga_Policy_Details\"><\/span><strong>National Mission for Clean Ganga: Policy Details<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <a href=\"https:\/\/www.nextias.com\/blog\/environment-protection-act-1986\/\" data-type=\"link\" data-id=\"https:\/\/www.nextias.com\/blog\/environment-protection-act-1986\/\"><strong>Environment Protection Act (EPA), 1986<\/strong><\/a>, envisages a five-tier structure at national, state and district levels to undertake measures to prevent, control and abate environmental pollution in the Ganga River.\n<ul class=\"wp-block-list\">\n<li>According to the act, the model structure will comprise the following:<\/li>\n\n\n\n<li>National Ganga Council under the chairmanship of the Honourable Prime Minister of India<\/li>\n\n\n\n<li>Empowered Task Force (ETF) under the chairmanship of Honourable Union Minister of Jal Shakti (Department of Water Resources, River Development and Ganga Rejuvenation)<\/li>\n\n\n\n<li>National Mission for Clean Ganga<\/li>\n\n\n\n<li>State Ganga Committees<\/li>\n\n\n\n<li>District Ganga Committees in every specified district abutting the Ganga River and its tributaries in states<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-08a4828660678645f71a6ed735a4877e\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The organisation will have a two-tier management structure consisting of the Governing Council and Executive Committee, which will be headed by the Chairman of the NMCG.<\/li>\n\n\n\n<li>The Executive Committee has been given the authority to approve all projects valued at up to \u20b91,000 crore (approximately US$ 135.7 billion).<\/li>\n\n\n\n<li>At the state level, State Programme Management Groups (SPMGs) will serve as the implementing arm of State Ganga Committees.<\/li>\n\n\n\n<li>Thus, the structure tries to bring all stakeholders on a single platform and take a holistic approach to clean and rejuvenating Ganga.<\/li>\n<\/ul>\n\n\n\n<ul style=\"background-color:#ebecf0\" class=\"wp-block-list has-background\">\n<li>The Chairman of the National Mission for Clean Ganga is also known as the Director General, and he\/she is an Additional Secretary in the Government of India.<\/li>\n\n\n\n<li>The State Programme Management Groups (SPMGs), headed by senior officers of the states concerned, works under the supervision of the National Mission for Clean Ganga and ensures effective implementation of the projects.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-a2992de6cc8e9ce3c07428e29db89005\" class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Entry-level Activities under it include immediate, visible-impact activities such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>River surface cleaning,<\/li>\n\n\n\n<li>Rural sanitation to prevent pollution from entering the river through rural sewage drains,<\/li>\n\n\n\n<li>Renovation, modernisation and construction of crematoria &amp; ghats to improve the human-river connect, etc.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-46be2c7a61292ddcc3bae0f9307088b9\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Medium-Term_Activities\"><\/span><strong>Medium-Term Activities<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p>Medium-term Activities under NMCG comprise activities that arrest municipal and industrial pollution entering the river.<\/p>\n\n\n\n<h3 class=\"wp-block-list\">\n<li>Providing adequate flow to the river,<\/li>\n\n\n\n<li>Enhancing usage efficiency,<\/li>\n\n\n\n<li>Improving the efficiency of surface irrigation,<\/li>\n\n\n\n<li>Preparation of guidelines on technology, etc.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color private entities and NGOs.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-c1cfbec6db64c25d204883870ab992b6\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Centre_for_Ganga_River_Basin_Management_and_Studies_cGANGA\"><\/span><strong>Centre for Ganga River Basin Management and Studies (cGANGA)<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Centre for Ganga River Basin Management and Studies (cGanga) was established in 2016 as a data collection centre to ensure the sustainable development of the Ganga River Basin.<\/li>\n\n\n\n<li>cGanga functions as a think tank for the National Mission for Clean Ganga, the Ministry of Water Resources, River Development &amp; Ganga Rejuvenation, and the Government of India.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-e808df7a5f82d481970b4f5c5ea03c49\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"Key_Developments_under_National_Mission_for_Clean_Ganga\"><\/span><strong>Key Developments under National Mission for Clean Ganga<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In March 2021, the Government announced two key projects for Ayodhya.<\/li>\n\n\n\n<li>In December 2020, the NMCG completed 22 projects and sanctioned 17 new projects related to pollution abatement, sewerage infrastructure, afforestation and biodiversity at a total cost of Rs. 557 crore (US$ 75.6 million).<\/li>\n\n\n\n<li>In December 2020, cGanga, a think tank of the NMCG, signed a MoU with the Norwegian Institute of Bioeconomy Research to develop the sludge management framework in India.<\/li>\n\n\n\n<li>In September 2020, the Prime Minister inaugurated six projects under the Namami Gange Mission in Uttarakhand.\n<ul class=\"wp-block-list\">\n<li>The projects involved the construction of a 68 MLD (million liters per day) sewage treatment plant, the upgrade of an existing 27 MLD sewage treatment plant (STP), and the development of an 18 MLD STP in Haridwar.<\/li>\n\n\n\n<li>It also included the inauguration of \u2018Ganga Avakolan\u2019, the first-of-its-kind museum on Ganga, featuring its biodiversity, culture, and rejuvenation activities.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>In July 2020, the Government of India and the World Bank signed a Rs. 3,000 crore (US$ 400 million) loan agreement on a second National Ganga River Basin project for the Namami Gange programme under the NMCG scheme.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-d0adc4bd9eb2e9b9b187dc32f0e06642\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span><strong>Conclusion<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The <strong>National Mission for Clean Ganga <\/strong>represents a significant commitment by the Government of India towards the conservation and rejuvenation of the Ganga River.
