milestones in the journey of evolution of global trade and commerce.<\/li>\n\n\n\n<li>Some of such important WTO Ministerial Conferences and their major outcomes have been described in detail as follows.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-6471eec55cfdc8032c8db1dc9f3cdcb9\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"Doha_Ministerial_Conference_and_Doha_Development_Agenda_DDA_2001\"><\/span><strong>Doha Ministerial Conference and Doha Development Agenda (DDA) 2001<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Agenda was officially launched at the 4th WTO Ministerial Conference (MC4) in Doha, Qatar, in November 2001.<\/li>\n\n\n\n<li>Its goal was to bring about significant reform in the international trading system by introducing lower trade barriers and updating trade rules.<\/li>\n\n\n\n<li>Doha round is the first to focus on helping developing countries in joining the global marketplace and boosting their economies as a result.<\/li>\n\n\n\n<li>WTO members agreed that to realize this objective, the rules in each of the areas must be appropriately designed.<\/li>\n\n\n\n<li>The main negotiating issues in the Doha Round and major negotiation outcomes thereon are listed as follows:<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-c24308b0e5d285379965f26e2910156a\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Agriculture\"><\/span><strong>Agriculture<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It was agreed that agriculture must be stripped of all policy distortions, including the unacceptably high levels of subsidies that provide unfair advantages to the large conglomerates controlling global trade in commodities.<\/li>\n\n\n\n<li>It was also agreed that the existing Agreement on Agriculture (AoA) would be revised to address issues related to smallholder agriculture and provide developing countries with new tools to tackle concerns about food security, rural development, and protection of rural livelihoods.<\/li>\n\n\n\n<li>These instruments are:<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Special_Safeguard_Mechanism_SSM\"><\/span><strong>Special Safeguard Mechanism (SSM)<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>WTO\u2019s Special Safeguard Mechanism is a protection measure allowed for developing countries to impose contingency restrictions on agricultural imports that are causing injuries to its domestic farmers.<\/li>\n\n\n\n<li>The contingency measure is the imposition of tariffs if the import surge causes welfare loss to the domestic poor farmers.<\/li>\n\n\n\n<li>SSM is allowable only to developing countries, but the design of the exact rules of the SSM created conflict among the WTO members.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Special_Products\"><\/span><strong>Special Products<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At the 2005 WTO Ministerial Conference in Hong Kong, members agreed to permit developing countries to \u201cdesignate an appropriate number of tariff lines as Special Products (SPs)\u201d based on considerations of \u201cfood security, livelihood security, and rural development\u201d.<\/li>\n\n\n\n<li>These products do not come under the Tariff reduction agreement under WTO.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-66c40f1c81681220ee34751f439a6756\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Non-Agricultural_Market_Access_NAMA\"><\/span><strong>Non-Agricultural Market Access (NAMA)<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>NAMA covers fish and fish products, manufacturing products, fuel and mining products, and forestry products.<\/li>\n\n\n\n<li>These products are not covered by the Agreement on Agriculture (AoA) or the negotiations on services.<\/li>\n\n\n\n<li>NAMA calls for a reduction or elimination of tariffs, particularly on exportable goods of interest to developing countries.<\/li>\n\n\n\n<li>The Doha Talks also required adequate and appropriate flexibilities to be provided for protecting economically vulnerable non-agriculture industries.<\/li>\n\n\n\n<li>The WTO considers the NAMA negotiations important because NAMA products account for almost 90% of the world\u2019s merchandise exports.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-c318959ab8a3fb451c9272ca4a69d603\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"TRIPS_Compulsory_License_vs_Patent_Protection\"><\/span><strong>TRIPS (Compulsory License vs. Patent Protection)<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The issue involves balancing the interests of pharmaceutical companies in developed countries that hold patents on medicines with the public health needs of developing countries.<\/li>\n\n\n\n<li>It was agreed that a waiver under the TRIPS agreement be allowed to a member country to export pharma products made under Compulsory Licensing to Least Developed countries and certain other member countries.<\/li>\n\n\n\n<li>It also allows members to not to allow the evergreening of Patents.<\/li>\n<\/ul>\n\n\n\n<div class=\"wp-block-group has-background\" style=\"background-color:#ebecf0\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-d7b1fdba17d724d38edaae07c46c8698\" style=\"color:#015aa7\"><span class=\"ez-toc-section\" id=\"What_is_Evergreening\"><\/span><strong>What is Evergreening?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Evergreening is a strategy for extending the term of a granted patent which is about to expire without increasing therapeutic efficacy in order to retain royalties.<\/p>\n<\/div><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-aa0604ea0074025ff68d9e8b3f963eb3\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In the Doha round, members agreed that the Developing and the Least Developed Countries (LDCs) will continue to be eligible for favorable treatment.<\/li>\n\n\n\n<li>Duty-Free Quota Free Access should be given to Least Developed Countries (LDCs).<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-9a365058850cb5ee29f89031908ab9e0\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Bali_Ministerial_Conference_and_Bali_Package\"><\/span><strong>Bali Ministerial Conference and Bali Package<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>One of the most important WTO Ministerial Conferences is the Ninth Ministerial Conference of WTO, which was held in Bali, Indonesia in December 2013.<\/li>\n\n\n\n<li>The key issues discussed in this meet included trade facilitation, agriculture negotiations, cotton, least-developed countries, monitoring mechanisms, small and vulnerable economies, e-commerce, non-violation of intellectual property, etc.<\/li>\n\n\n\n<li>The outcome of this conference was called Bali Package which was the first agreement reached through the WTO that is approved by all its members.<\/li>\n\n\n\n<li>Major elements of the Bali Package are as follows:<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-7f6f8bd79d85ab74f78bf71a95acc090\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Peace_Clause\"><\/span><strong>Peace Clause<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It allows countries such as India to continue to freely procure and stock grains for the public distribution system even if subsidies resulting from these breach limits under the WTO\u2019s Agreement on Agriculture (AoA).<\/li>\n\n\n\n<li>The peace clause provided a four-year reprieve, during which no country would be penalized for any excessive expenditures on food security programs to protect against food shortage.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-2f97f560155e1125515721ebf3b33813\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" WTO Ministerial Conferences.<\/li>\n\n\n\n<li>It was held in Nairobi, Kenya during 15-19 December 2015.<\/li>\n\n\n\n<li>The agenda of this meeting was to take forward issues that were unresolved style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Flexibility_for_Developing_Countries\"><\/span><strong>Flexibility for Developing Countries<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Developing countries were granted the flexibility to cover marketing and transport costs for agricultural exports and food aid in a manner that does not disrupt local markets.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-4ed7ef7851792c38c57cff631c7761e3\" class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Simplifying the conditions that exporters from the poorest countries have to meet so that their products benefit from trade agreements (such as the rules of origin).<\/li>\n\n\n\n<li>Giving more opportunities to businesses from the poorest countries to provide services in 164 member countries of the WTO.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-cbd543b4edc1b784a8a8875098157459\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" countries struck a deal on IT trade whereby, they would eliminate the tariffs on 201 IT products per year.<\/li>\n\n\n\n<li>The idea is to make all IT products duty-free by class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>As one of the most important WTO Ministerial Conferences, the 11th Ministerial Conference of WTO was held in Buenos Aires, Argentina from 10th to 13th December 2017.<\/p>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-17d67c5a54b7092f1997759bfb3f015a\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" Ministerial Conference ended in a stalemate on issue of public stockholding and no permanent solution to the peace clause could be reached.<\/li>\n\n\n\n<li>However, the peace clause will continue to be in place until any successful resolution on the issue takes place.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-60232e1d228cbf6e54e836465211f9a1\" style=\"color:#ff6a00\"><span class=\"ez-toc-section\" id=\"Subsidy_on_Fisheries\"><\/span><strong>Subsidy on Fisheries<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Some progress did take place in furthering the negotiations on the fisheries subsidies cut.<\/li>\n\n\n\n<li>However, no commitment was made at the end of the meeting.<\/li>\n\n\n\n<li>Member countries did agree to secure a deal on the elimination of fisheries subsidies by the next ministerial in December 2019.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-list\">\n<li>Nearly three-fourths of the 164-member World Trade Organisation (WTO) have supported a declaration seeking women\u2019s economic empowerment by expeditiously removing barriers to trade.<\/li>\n\n\n\n<li>The members have agreed to explore and find ways to best tackle women\u2019s general lack of access to trade financing and sub-optimal participation of women in public procurement markets.<\/li>\n\n\n\n<li>Inclusion of women-led businesses, in particular, small firms in value chains has also been identified as a theme related to trade and the economic
